[ON HOLD] rules for engineer tool

Since this is an Roleplay server I believe that spamming the barricades so that they are clipping too much should be prevented or stacking them too high as realistically this shouldnt be possible. Now im not saying remove the tool im just saying that there should be a rule for spamming them cuz it can be very annoying for both sides to deal with.
(the purple boxes shows large amount of clipping and the sandbags show unrealistic stacking by floating and being too tall as it would fall over)
